Sen. Kiko dismayed at Napoles’ acquittal: "Paano pa maibabalik ang P10B na nawala sa kaban ng bayan?"
After the Court of Appeals (CA) issued its decision to acquit Janet Lim-Napoles in her serious illegal detention case, Sen. Francis Pangilinan believes this will not sit well with her other cases linked to the pork barrel scam.

“Masamang senyales ito dahil una, nangangahulugan na hindi pinaniniwalaan ng korte ang testimonya ni Benhur Luy na siya ring key witness sa mga PDAF cases, o mga kaso sa tinatawag na pork barrel. Paano na ang PDAF cases?” Pangilinan said.
“P10 billion ang nawala sa kaban ng bayan, perang dapat sana’y napunta sa agrikultura, sa mga proyektong makikinabang ang magsasaka, pero napunta sa bank account niya at ng ilang mambabatas. Paano pa maibabalik ang perang ito?” he added.
Benhur Luy was Napoles’ aide and relative in the scam who also testifiedf in court against her.
Pangilinan is concerned that in CA’s decision to acquit Napoles, it discarded the April 2015 ruling of Luy’s case against her in a Makati court.
Sen. Risa Hontiveros expressed concern over “the possible release from prison of all those responsible for plundering the nation's coffers” since it seems Napoles is only “a breath away from freedom.”
She pointed out the other “deplorable” acts in the Duterte administration that gave over to the acquittal of Pampanga Rep. Gloria Macapagal-Arroyo of plunder charges and the hero’s burial of former President Ferdinand Marcos who was alleged of several human rights violation under Martial Law.
“May I remind the Duterte administration that corruption and the failure to curb it are some of the decisive elements in the weakening of governments. The dangerous combination of authoritarianism and softness on corruption bodes ill for the strength and legacy of the administration,” she said.
Solicitor General Jose Calida was berated by Pangilinan for apprently claiming that “evidence presented does not support beyond reasonable doubt that the appellant [Napoles] committed the crime of serious illegal detention.”
Pangilinan pointed out that “Ang Solicitor General pa ng Pilipinas, ang opisyal na tagapagtanggol ng republika, ang nagsabi sa Court of Appeals na nagkamali ang Makati court sa pagpataw ng guilty verdict sa tinaguriang Pork-Barrel Queen. Paano na ang iba pang kaso ni Napoles? Bakit pinagtatanggol ng tagapagtanggol ng bayan ang Pork-Barrel Queen?”
On the part of the CA, it explained that the prosecution has not discharged its burden of proof in establishing the commission of the crime charged and in identifying Napoles as the "malefactor responsible" for the illegal detention.

Additionally, it questioned the credibility of evidence that Luy was in a spirutal retreat at Bahay ni San Jose in Makati City.
