Aquino’s DOTC Sec. Abaya insists “walang kalokohan” on MRT contract
The procurement of 48 light rail vehicles (LRVs) from China’s Dalian during Department of Transportation and Communications Secretary Joseph Abaya’s time is under Senate probe after findings of its incompatibility with the signaling system, however, Abaya insists that the procurement has gone through all the proper venues.

“Ginagantariya ko sa inyo na walang nakinabang dito, walang kalokohan dito, above board lahat. Malinaw ang konsensya namin. Kaya kong sagutin ang Panginoon na ginawa namin nang maayos ito,” Abaya said.
The Php 3.8 billion contract for the new MRT-3 train units has been found to remain unusable for the next three years due to irregularities that the DOTC that time allegedly failed to consider.
This was one of the premises included in the graft complaint filed by civil society groups.
"Dalian proved itself to be not technically capable of delivering the goods it was contracted to manufacture. Respondents, for one reason or another, turned a blind eye on Dalian's technical deficiencies," the complaint read.
Despite the controversy, Abaya clarified that it is the contractors who are at fault in case of any dysfunctionality in the procured equipment.
“Malinaw na malinaw na CRRC (Dalian) is fully responsible to ensure signaling work. Hindi dapat magturuan sila. At the end of the day, kapag pumalpak ito, ang tanging sisisihin ay CRRC,” Abaya said.
