Drilon plagued with alleged corrupt practices after anomalies in several projects in Iloilo City
Former Iloilo provincial administrator Manuel Mejorada testified about several anomalies in Senator Franklin Drilon’s projects in his hometown Iloilo City where cases of overpricing abound.

"It pains me to tell the whole nation that Iloilo City has become the bird's nest of corruption in the country. And it's largely because those behind such corruption enjoy a mantle of protection from the third highest elected official of the land," Mejorada said.
The former administrator cited the Iloilo Convention Center (ICC) as overpriced at Php 747 million during the first Senate Blue Ribbon Committee hearing in 2014.
Another infrastructure is the Iloilo City Hall which was pinned at Php 450 million. The late Senator Miriam Santiage even issued a resolution seeking investigation into the city hall project.
In her resolution, it reads that "anomalous transactions involving multibillions of pesos in public funds between Hilmarc's Construction Corp. and certain local government units."
Hilmarc Construction is the same company that was plagued with issues over the Makati City Hall II parking building and was in charge of the construction of the ICC that was allegedly overpriced by Php 531 million.
Mejorada also divulged other infrastructure projects of Drilon that have become controversial for allegedly being overfunded by his Disbursement Acceleration Program (DAP). These projects include the Pavia housing project, Iloilo diversion road, Esplanade project, San Isidro relocation site land purchases, Iloilo City Hall of Justice and two flyovers under the former President Benigno Aquino III’s Bridge Program.
Drilon is suspected to have pocketed the financial surplus of his DAP, however the senator has labelled these accusations as “unfounded” and “malicious.
