Department of Environment and Natural Resources (DENR) Secretary Gina Lopez is the second President Rodrigo Duterte appointee to have had her nomination rejected by the Commission on Appointments (CA); the first one is Perfecto Yasay, Jr. who was appointed head of the Department of Foreign Affairs.

Lopez claims that those who voted against her nomination were “influenced by business sinterests”.
“If government co-opts to big businesses, then what hope does the poor have? What message are we giving here? If you wanna be confirmed, don’t go against big businesses,” Lopez said.
“When our lawmakers don’t stand for the constitutional right of every Filipino and rather be influenced by business interests, it’s wrong,” she added.
Lopez had attended 3 CA committee hearings where she was interrogated about the closure of 23 mining companies and the suspension of five. The CA panel also questioned her competence to act as a DENR Secretary.
Lopez’s nominated garnered over 30 oppositions where 12 of it was concerned about her order to close and suspend mining companies.
Her basis for issuing a memorandum that imposed a Php 2 million trust fund per hectare of land distributed by miners was questioned.
Some CA members asserted that Lopez’s decisions against the companies should have been based on laws and not only in her passion for the environment.
Senator Manny Pacquiao had already predicted that Lopez stood a “50-50 chance” in the votes.
Now that the majority has spoken, Pacquiao said that while matters did not go as he “personally wanted”, however, the decision should be respected.
Some of those who voted in favor of Lopez were Senate Majority Leader Vicente Sotto III, Sen. Loren Legarda and members of the Liberal Party (LP) in the commission led by Senator Francis Pangilinan.
Finance Secretary Carlos Dominguez emphasized that Lopez overlooked the potential employment loss that could happen by closing the mining companies. Domingues suggested that she should have consulted with Departments of Labor and Employment, and Social Welfare.
