A human rights group claimed that it has documented 47 cases of extrajudicial killings under the Duterte administration that spanned from July 2016 to March 31, 2017.

Karapatan, an organization of individuals and groups promoting and protecting human rights in the Philippines, reported to UN special rapporteur Agnes Callamard victims of alleged EJKs that they identified as peasants, indigenous peoples, Moro, workers, women and youth.

The organization asserts that these killings were meted out by government forces during the unilateral ceasefire declared by President Rodrigo Duterte and especially after Duterte cancelled the peace talks on February 3, 2017.

Karapatan claimed that “the political killings and other rights abuses escalated after President Duterte lifted the government’s unilateral ceasefire and cancelled the GRP-NDFP peace talks on February 3, 2017. Shortly after, the Armed Forces of the Philippines declared an all-out war against the NPA.”

While Karapatan has documented 47 deaths, it also disclosed the EJK numbers during the Arroyo and Aquino administration.
The Arroyo administration had at least 1,206 EJK victims while Aquino had 334.

"The victims of killings are peasants, indigenous peoples and workers; many faced harassment and vilification by the military because of their advocacy and actions to defend people’s rights and are thus considered as human rights defenders," Karapatan said.

Karapatan asserted that if there are still no permanent solutions to armed conflict, political killings and human rights violations will continue.

The report the organization compiled will be submitted to the third cycle of the Universal Periodic Review of the Philippines. On the other hand, it has already been submitted to the peace negotiations panel of the Government of the Republic of the Philippines.
