Duterte on Death Penalty bill: Why is it that rape was taken out?
In the watered down Death Penalty Bill where rape, plunder, and murder were removed, President Rodrigo Duterte himself is confused as to why rape had to be removed as one of the crimes punishable by death.

As a lawyer himself, President Duterte said during his visitation of the wounded soldiers of the New People’s Army in Cagayan de Oro last March 3, 2017 (Friday) that the penalty of death must be accorded to a heinous crime like rape.
“I really would like to know the rationale of Congress… why is it that rape was taken out?” Duterte told reporters. In his previous speech, the President mentioned that rape is one of the criminal offenses that should be penalized with death.
“I believe in retribution. Why? You should pay. When you kill someone, rape, you should die,” he said before.
The Death Penalty proposal originally had rape as one of its listed crimes, however the current version that is to be taken up for approval on March 7, 2017 (Monday) only considers drug-related offenses.
