The current statistics attributed to drug suspect killings during police operations has forced President Rodrigo Duterte to suspend Oplan Tokhang.

Former President Fidel V. Ramos commented that the mishandling of the Philippine National Police (PNP) of the drug war which lead to over 7,000 dead in seven months is regrettable.
Ramos scrutinized that a change in rules of engagement is a possible attribute of the overwhelming body count in the current drug operations. Unlike in his days, today's police aims to kill and not disable.
As a former Philippine Constabulary with the Integrated National Police, Ramos said that it is impossible to have a high kill rate in police operations due to drug suspects fighting back.
“Always 99.5% of the time, the police have preponderance or overwhelming force over a bunch of suspects who could be just a single wanted person or three or four and they are usually running away,” Ramos said.
As Duterte suspends the PNP from carrying out Oplan Tokhang, he transferred the responsibility to the Philippine Drug Enforcement Agency and military which Ramos approves.
