Affidavit of Sta. Isabel says Dumlao was behind Jee kidnap
In the sworn affidavit of SPO3 Ricky Sta. Isabel, Superintendent Rafael Dumlao of the Philippine National Police's Anti-Illegal Drugs Group was the team leader and culprit behind the abduction of South Korean businessman Jee Ick Joo on October 18, 2016.

In the exclusive report from Chino Gaston on "24 Oras", the affidavit showed that Sta. Isabel was in Quezon City when Jee was kidnapped in his home in Angeles City, Pampanga.
"Noong October 18, 2016, ako ay nasa Quezon City lamang. Hindi po ako nagpunta sa Angeles City, Pampanga noong petsang iyon. Hindi ako invoved sa naganap na kidnapping incident sa Angeles, Pampanga," the affidavit said.
Sta. Isabel said Dumlao called him on October 18 to report to Camp Crame.
Sta. Isabel said that he came to Camp Crame together with his son Riegie and recalled seeing Dumlao inside an SUV with the license place ABT 1915 which was registered under Jee's name.
Inside the SUV was a female seated in the front passenger and blindfolded, handcuffed male in the back.
Sta. Isabel said Dumlao ordered him to kill the female, but he just dropped off the victim in Balete Drive in Quezon City.
When he returned to Camp Crame, Sta. Isabel saw Jee's SUV parked near the Police Community Relations Group with the body of a dead male.
Sta. Isabel said he and Dumlao brought the body to Gream Funeral Services in Caloocan using the same SUV.
He also denied receiving ransom money, saying he was confined in a hospital from October 28 to November 4, 2016.
"Noong October 28 hanggang November 4 ako ay naka-confine sa hospital kaya imposibleng ako ay kasama sa tumanggap ng ransom money sa kidnapping case na ito," he said in the affidavit.
"Kinausap nila ako upang kumbinsihin na ituro ko yung ibibigay nilang pangalan ng mga pulis na nais nilang patayin at sabihin ko na ang mga ito ay involved sa pagdukot ng Koreanong si Ick Jee Joo," he said.
Meanwhile, Public Attorney's Office chief Persida Acosta seeks to transfer the detention Sta. Isabel to the National Bureau of Investigation (NBI) due to safety concerns at the PNP Custodial Center.
"Ang sabi ni General Bato [dela Rosa] ay I am very hopeful, hopeful na mabubuhay pa itong si SPO3 Ricky Sta. Isabel. Yung hope kasi ay hope against hope, sa tingin namin ay mas ligtas siya sa NBI dahil ang PNP mismo ang nagtutugis sa kanya at naghahabla," Acosta said.
"Kung sa PNP yan, nandun yung mga kasamahang tinuturo niya. Kumbaga yung nagse-secure sa kanya ay kasamahan din ng tinuturo niya. So ang panganib ay nandun," she added.
