Lacson the Chairman of the Senate Committee on Public Order said “There’s one word to describe this—premeditated.”
That was the statement of Lacson after it was revealed in the committee's hearing that the CIDG team called the Scene of the Crime Operatives (SOCO) before they carried out their operation.
Meanwhile, CIDG team leader Police Chief Leo Laraga insisted that Espinosa and Yap were killed because the two fired at them first.
However, during the hearing it was revealed that Supt. Santi Noel Matira a member of the CIDG team already requested for SOCO personnel at 3:49 a.m.
Lacson found this act suspicious since CIDG Region 8 chief Supt. Marvin Marcos said that Laragas’ team entered the jail premises at 4:30 a.m.
“Something doesn’t add up. Hindi pa kayo nakakapasok, nag-request na kayo ng SOCO. Ina-anticipate niyo ba na may papatayin kayo?” Lacson said.

On the other hand, Gordon agreed with Lacson’s observation.
“Correct. Lumalabas premeditated lahat ng ginagawa mo kaya tinatanong kita deretsahan. Are you aware na ikaw ngayon ay lalabas na principal by direct cooperation, you’re aware of that?” Gordon said addressing Matira.

Matira then admitted making a phone call to SOCO because Laraga reported that shooting was already ongoing inside the cell.
“Tumawag ako sir, kasi nag-report si Major Laraga na may putukan,” Matira said.
